In this paper, we shall briefly study significant contributions to decision-making, systems theory, project management, behavioral science and organization theory, as well as business aspects. Roots of Design Theories

Project Management The field of project management has experienced a development parallel to design. Essentially, project management is concerned with the planning and organization of an effort to solve complex tasks. This also includes design activities. In the 70s and 80s, project management focused on engineered facilities as well as product and systems design. Recent developments, e.g. in design science, design thinking, managing as designing, participatory design, and agile project management, have provided a number of new approaches that in many ways represent answers to the challenges of increased uncertainty and complexity, including the behavioral responses discussed in the previous section. Conclusion and Implications

In this paper we have focused on how to design enterprise information systems under condition of uncertainty, dynamics and complexity. It was argued that new approaches and methods were necessary. Instead of just extending current practice, we went back to the roots of design to look for inspiration. This led to a review of major contributions to decision-making, systems theory, project management, behavioral science and organization theory, as well as business aspects. The IND Review Process

The FDA has teams of technical experts that are assigned to each IND submission. In general, the primary review disciplines are product, pharmacology toxicology, clinical and biometrics. Administrative coordination is provided by a Regulatory Project Manager, who functions as the point of contact between the FDA and the IND sponsor. The general principles of IND review are outlined in the regulations and are cited here with additional underlining to emphasize selected text.

The IND Submission

The content and format of an IND submission is specified in 21 CFR under part 312.23. This part lists, in order, the items that a sponsor (person who takes responsibility for and conducts a clinical investigation) should submit in the IND (Fig. 4). The IND should be submitted to CBER in triplicate and, upon receipt the sponsor of a human gene therapy, IND will be issued an acknowledgment letter containing the date of receipt, the assigned IND number, and a reminder of their responsibility for submission to NIH OBA according to Appendix M of the NIH Guidelines. The IND receipt date begins the official review clock and the IND review will take place over the next 30 calendar days. INDs automatically become effective 30 days after receipt unless the FDA notifies the sponsor that the IND is subject to clinical hold.
